We are seeking a dynamic Supply Chain Security Program Manager with significant knowledge and experience within government sponsored supply chain security compliance programs including the U.S. Customs Trade Partnership Against Terrorism (C-TPAT), E.U. Authorized Economic Operator (AEO) and Canada’s Partners in Protection (PIP) programs. This position is responsible for assessing, documenting and incorporating multiple country level compliance programs into a single compliance system for international supplier assessments. The ideal candidate will possess extensive global knowledge of cargo related threats to include terrorism, cargo disruption, cargo theft, transportation modality issues and un-manifested cargo introduction exposures.  

Essential Responsibilities:

  • Manages day to day operations and of a web hosted supply chain security risk assessment system.
  • Assesses and quantifies multiple country level threats / exposures.
  • Creates custom supplier security questionnaires based on country level program compliance needs.
  • Researches data to determine country level threats as it relates to terrorism and the threat against the supply chain and Western targets.
  • Possesses a deep understanding of supply chain security components and the threat(s) associated with international trade.
  • Possesses experience with C-TPAT standards; experience with AEO and PIP a plus.
  • Skilled at Terrorism Analysis
  • Assesses source data and determine the inherent risk within countries where suppliers are located.

The qualified candidate must possess a Bachelors Degree in Business, International Studies, or Supply Chain Management. Minimum of six years experience in a related field:  trade compliance, supply chain, security, C-TPAT program management. Experience with global operations, preferred. Global supply chain supplier risk assessment experience a plus. Ability to conduct training and present to large groups, preferred. Desired skills include: advanced Excel skills, ability to work with lookups and pivot tables, and proficiency in Microsoft Word, Outlook, and Excel. Candidate should possess strong organizational, analytical and interpersonal skills. Strong verbal and written communication skills a must. The individual should also be self motivated to learn new concepts and participate in new projects, must work well independently and in a team environment, and possess a willingness to manage constant change and priorities.

POSITION: Marine Loss Control Specialist - Supply Chain Security

Responsibilities:
Develop and implement a comprehensive strategy for the delivery of supply chain security services for cargo in transit for AGCS Marine Insurance Cargo and related Inland Marine business segments, worldwide, which should include: 

  • Conduct loss control inspections of select insureds' global logistics operations and make recommendations relating to risk acceptability and risk improvement.
  • Conduct loss control inspections of select warehouse locations to evaluate security equipment and procedures and make recommendations relating to risk acceptability and risk improvement. 
  • Supervision of security related loss control inspections handled by AGCS Marine Loss Control staff and outside vendors, worldwide, and particularly in Latin America and Mexico.
  • Identification & qualification of loss control vendors and specialists, worldwide, that can be used to supplement our internal staff in the delivery security related loss control services globally to support the cargo business segment, including development of reporting requirements.
  • Provide value added security related consulting services to select customers, including participation in Loss Prevention Committees and on site customer training.
  • Provide support by personal inspections of select risks, self assessment tools, and security related consulting for the US Inland Marine business, which includes Contractor Equipment theft, Warehouseman's Legal Liability, Motor Truck Cargo Legal Liability, Jewelers Block, and Armored Car Cash in Transit (CIT) business segments.
  • Review and maintain Loss Control Guidelines for Marine underwriters, including risk assessment guidelines and selection criteria for loss control resources, balancing the priorities of expertise, service & cost (and in that order).
  • Participate in industry Security related organizations and committees, such as TAPA, ICSC, ASIS, to keep abreast of current industry developments and evolving technologies.
  •  Assist underwriters in production calls and proposals to prospective new accounts and assist with proposals and meetings to retain major existing accounts.
  • Conduct basic loss control (COPE) inspections of select warehouse storage locations. Review packaging and logistics operations for select accounts, to support the ocean Cargo business, as it relates to Standards of Care for logistics service providers, Carrier Qualification & Control, Incident Reviews, etc.
  • Review Large Loss Reports of theft related losses, as distributed by Marine Claims, and make recommendations for any corrective action
  • Assist in the investigation of large losses involving theft to our Cargo or Inland Marine accounts

Provide training and development to support the Theft Attractive Cargo business initiative and select Inland Marine segments (as identified above) purpose of the training should include: 

  • Understanding of applicable industry standards, particularly as it relates to warehousing and supply chain security.
  • Promote awareness of contemporary loss control issues for the business segment
  • Underwriter's understanding of loss control procedures and usage of internal loss control resources  and outside resources, including ordering & reporting procedures.
  • Familiarization with Internet based loss control & security resources, both internal (Portal) and external websites.

Review existing loss control report formats for logistics operations and warehouse reports and make recommendations for improvement.

Review industry publications & periodicals for articles or information of contemporary interest and distribute to select Loss Control & Underwriters, with commentary

Produce security related and underwriting internal Loss Control Bulletins, which can be used for internal training or for the benefit of outside customers.

Prepare topical articles of widespread loss control interest for publication in industry trade journals, to enhance the company's visibility.

Conduct periodic trend analysis of loss data for select Cargo & Inland Marine accounts and industry wide trends by segment, to identify areas for improvement and/ or possible corrective action.

Experience: 

  • At least 10 years of Supply Chain Security or Transportation Logistics experience with increasing responsibility and, at least, 4 years of management experience.  Prior Law Enforcement experience, particularly with cargo theft, is desirable.
  • Advanced knowledge of cargo theft and recovery and Loss Control analytical techniques, and industry security initiatives such as C-TPAT, CSI, etc.
  • Familiar with industry best practices, such as TAPA FSR & TSR for transportation security, storage lot security and warehouse security.
  • Familiarity with ISO Quality Management Systems or Four Sigma approach to improving security is desirable

Requirements:

  • Bachelor of Science degree, preferably in engineering or a safety related discipline.
  • Proficient with Microsoft Office Software (Word, Excel & Power Point) and capable of producing own correspondence and reports.
  • Overnight and extended travel is required for meetings with key producers and/or customers, including site loss control inspections for high value or critical risks, as well as travel to support training and development of marine loss control personnel and marine underwriters, worldwide.
  • Must posses a valid driver's license.
  • Must posses a high level of interpersonal skills and strong communications skills, both oral and written.
