Southeast Cargo Theft Update
Presenters: Robert “Bobby” Motley, Lieutenant, Kentucky State Police and John C. Cannon, Jr., Special Agent in Charge (retired), Georgia Bureau of Investigation
Lieutenant Robert Motley is a 36-year veteran of the Kentucky State Police. He started his career as a uniform trooper in 1983 at Post 8 Morehead after attending the KSP Academy. Then, Motley transferred to General Investigations as a Detective in 1987. He remained in that position until being promoted to Sergeant in 1998 where he was assigned as a Post 8 Operations Supervisor. In 2004 Sergeant Motley was transferred to the Vehicle Investigations Branch as Commander. He was promoted to Lieutenant in September 2017 and continues as Commander of Vehicle Investigations Branch.

Retired Special Agent in Charge Cannon has over 40 years of Law Enforcement experience, having served in several different positions with the Georgia Bureau of Investigation. In 2008, he was promoted to Special Agent in Charge of the GBI Major Theft Unit where he served until his retirement. SAC Cannon was tasked with the development and management of the Major Theft Unit which is responsible for cargo theft investigations in the state of Georgia.

Law Enforcement Awards Presentation
A few years ago, our association established a law enforcement recognition committee that awards law enforcement officers and supply chain security agents who have made significant contributions in the furtherance of supply chain investigations. We reach out to our membership for recommendations. These recommendations will be considered for outstanding investigative techniques, industry collaboration, initiative, and effort that is exceptionally above and beyond customary job duties within the last 18 months.

On-site Workplace Violence (warehouse/manufacturing) Awareness, Prevention, and Response Training|
Presenter: Drew Jenkins, Vice President for Operations for The Center for Personal Protection and Safety

The Center for Personal Protection and Safety (CPPS) proposes to provide in-person awareness level training for the TAPA conference attendees. Training will cover awareness, prevention, and intervention response that will highlight industry best practices in preventing violence in the workplace, preparing for, responding to and recovering from an active shooter event.

Drew Jenkins is currently the Vice President for Operations for CPPS since joining the company in May 2016.  He has lived and worked in 12 countries and traveled to over 60 countries spanning North America, Latin America, Asia, Europe, and the Middle East while working for the U.S. Government as both a military officer and diplomat.

The Cargo Theft Situation in New Jersey
Presenter: Lieutenant Daniel Bergin, New Jersey State Police
The proximity of New York City and Philadelphia to New Jersey make it a major metropolitan area. Therefore, New Jersey has a logistical environment that is very accommodating to the supply chain and is also, not surprisingly, an appealing target for cargo thieves. While these characteristics make it accommodating to the supply chain, they also create opportunities for cargo thieves. This appeal to cargo thieves is a long-established fact and is well-known by both the private sector and law enforcement.

Lieutenant Daniel Bergin has twenty-two years of experience with the New Jersey State Police.  During his career, he has served as a uniformed trooper, as an instructor for pre-service recruits, as a detective investigating criminal enterprises such as street gangs and various organized crime groups, and as a field intelligence detective. He currently runs the Interstate Theft North Unit that is responsible for investigating auto theft, cargo theft, organized retail crime, and intellectual property crimes.

Cargo Theft Awareness: Before, During, and After a Theft
Presenter: Detective Dennis E. Lopez, Miami-Dade Police Department, Cargo Theft Task Force
This presentation will go into details on how potential victims can become more aware of soft spots in the transportation and or storage of cargo.  We will also discuss what steps should be taken, before, during and after a high value theft occurs, which will include discovering and preserve potential evidence at the scene of the crime.

Current Trends in Cargo Theft in Memphis
Presenter: Sgt. Thomas Walters, Memphis Cargo Theft Task Force, Memphis Police Department
Sgt. Tom Walters is a 13-year veteran of the Memphis Police Department and is currently assigned to the FBI’s Memphis Cargo Theft and Task Force. Sgt. Walters has been a criminal investigator for five years, has successfully investigated, and prosecuted crimes ranging from petty theft to homicide.

Presenter: Kevin Wright, Supervisory Special Agent, Norfolk Southern Railroad Police
Kevin will provide a brief history of the Railway Police and duties. He will include an overview of current criminal cases from Chicago Area Railways and an updated on current challenges for railroad police today, property identification, for prosecution, recovery and return efforts.
